This was soon debunked by Penn State's Sports Information Director, whom Mike at BSD apparently has close ties with. Mike received an email detailing how Battle has a workout with the Portland Trail Blazers Friday and will wait until Saturday (the deadline to withdraw) before making a final decision.
UPDATE: The Daily Collegian is reporting that Battle will in fact, be returning for his senior year but will still work out with the Trail Blazers anyway. Their source for this confirmation?
Penn State guard Talor Battle will withdraw his name from the NBA Draft and return to Penn State for his senior season, his mother, Denise Murphy, confirmed in a text message Thursday.Well, that certainly puts and end to all of the melodrama started by conspiracy theorists over Battle possibly staying in the draft so he wouldn't have to return to basketball purgatory. Time to see if he and his brother can pull the greatest turn-around in PSU hoops history.
Battle is still on his way to Portland, Ore., to work out with the NBA's Trail Blazers on Friday and will still complete that workout, Murphy said.

His mother confirms that he will still be working out with the Blazers, but it has no bearing whatsoever on his decision to return. NCAA rules does not prohibit players to work out with NBA teams if they withdraw their name from the Draft.
